Question about getting performance mods

Doing just bolt-ons will make your non-turbo Scoob faster. Tuning it with engine management will make it faster than that. But I would not say you "need" to adjust your engine management for simple bolt-ons like exhaust and intake or pullies.
EDIT: Except for intakes on MAF-based engines. I wouldn't do those without at least an S-AFC.

Vishnu is a good tuning place in the bay area. 
Like ban said you don't really NEED per say air fuel tuning until you are adding a great deal more of either one then your average N/A bolt ons can deliver. But tuning will make it run more reliably along with the added power it will net.
I'd say once you are getting to intake/exhaust/headers/cams/etc etc the tuning would be a worthwhile idea.
