Not really. Your questions don't concern factory options or financing.

If you check back a few months in this forum, you'll see a few posts of dyno results for modified WRX and STIs. Most will list the mods necessary to achieve those results.

High 12-second Ľ-mile E.T.s are fairly easy to obtain with bolt-on parts and tuning. At this performance level, streetability is still good if the tuning is done right. A 12-second WRX can still be pretty reliable but a lot will depend on how often you stress the drivetrain with hard acceleration. As a general rule, as the turbo replacements get larger, driveability begins to suffer as the max hp moves higher and becomes 'peakier'. Street engines are more fun when you don't have to keep the revs above 4000 rpm to have any acceleration.

Another consideration is that if there is a drivetrain-related failure with a modified car, Subaru of America will not perform repairs under the new car or any extended warranty if, in there eyes, the damage is a result of additional power or improper installation.

CA smog laws are the strictest in the nation. This has been discussed in various sub-forums and nothing has changed as far as legality of mods. It's really the topic for another sub-forum. There are practically no modifications that are technically legal under the current CARB rules. Other than a few aftermarket air intakes, almost no power-enhancing parts have undergone the rigorous CARB testing for an Exemption Order. While even many modded cars can pass the neighborhood smog station sniffer test, some will fail the visual part of the inspection due to shiny cold-air intakes, big front-mount intercoolers, missing heat shields pointing to aftermarket turbos, replacement exhaust with high-flow cats (not legal except under specific conditions in CA), etc.

Stock 0-60 should be in the 5-5.5 second range. 1/4 mile is in the high 13's, low 14's depending on driver et al.

As WW stated, it does not take much to get done to mid-high 12's and 4.5 second 0-60's.

now im just having trouble picking what color, i like the blue and red but they scream look at me, and i really dont need that, the black would be cool but id havta wash it twice a week and its like 100-110 here in the summer, the light silver seems to light and i like the dark silver, but im not sure it its 2 boring of a color for a wagon, and white... everyone has white in this town but idk i might consider it, also im getting cloth interior not leather

I have an 07 WRX Wagon with a catless downpipe, catback exhaust, and a custom tune. My car makes 222.9 whp and 271.2 ft/lbs. It wont pass smog and I am unsure about its 1/4-mile time. Mine is Urban Gray Metallic

I'd say grey or silver. Both look classy and are easier to keep clean.

Well, I don't remember paying extra for the spoiler on my 04 Wagon or my 07 Wagon. So, I'm pretty sure its standard.

Maybe its a different spoiler, although i don't think it is.
