Seriously though, it depends... if its an EXTREMELY hot day, and hes doing consecutive runs without icing his IC... its heatsoaked... if his tires are at factory spec... its likely they will be higher due to the hot conditions... In this case, yeah hes looking at like 14.3 at best...

Expect 13.6-13.9 with a good 1.8 60ft, as long as you time your shifts properly!
Basic Rule is: The higher up you are in elevation, the slower you go. So Sealevel = IDEAL

If you are just running a TBE exhuast doing a pro tune will gain you only minimum if any power do to the setup the Cobb AP has already. If you put an intake or a bigger intercooler, than you will need a tune. You can always pay 150-200 to get a slight power increase, but I would just stay with the stage 2 and be happy.
In my opinion, I think you should be happy that he didnt charge you for an hour of tuning, and then let you know you didnt gain anything from it.
