^not quite. In Canada, we have to pass a certain emissions standard. We have to take our vehicles into this dyno thingy and they measure the amount of emissions dispensed. If we don't meet these requirements, we fail, hence, we aren't allowed to purchase insurance for our vehicle until we are qualified. Does that clarify things a little more?

Simply stated if you remove your emission control equipment you will not pass any emission regulation standard. That's why they are there. How often do you need to do this "air care" inspection? WHat year is your car? Here in CA a new car doesn't need to be smog tested for five years.

If you own a WRX the cat in the uppy is only there for cold starts. You cannot pass air-care or smog on this cat alone. You must have at least one in the downpipe, if not two. It's usually easiest just to bolt up your stock dp with the two cats to go get it passed and then take it back off when you get home.

so what your saying is, if i get a up pipe and dp, i can leave the helix upipe in and bolt on the stock dp and it shouldn't have a problem passing the emissions thing? if so...it's time to buy

Correct. Unless they require you to test on a cold start, which I doubt is the case. I bet the car would pass on a cold start even without the uppy cat, but don't take my word for it. The only other thing you'd haveto worry about is a visual inspection, if they do that up there. But most people can't spot an aftermarket uppipe anyways.
