sounds like your power steering pump needs to be replaced.

when my power steering pump went out thats what it was like, no power steering at lower rpms/speeds. i would have to rev it up to get steering to be managable. i replaced the pump (bought a used one off a friend) and all was better

you didnt hold it at lock for a long time did you?
people burn up the pumps more in the winter because they play in the snow and do donuts and hold the wheel too long and bye bye pump
