Power loss.

Power loss.
I am getting some to alot of power loss while driving not sure why this is happening.... I drive usually in 4th and when I want to pass.. downshift into 3rd get the RPMS up and boost up as well and at about 4k - 6k the boost goes up and down never reaching peak and at about 7k it spikes... any thoughts?
