'Yes' to most of your questions. A fairly common turbo upgrade is the IHI VF30 or VF34 turbo, which is a bolt-in swap. To gain maximum advantage with this turbo requires larger fuel injectors and a good free-flowing turbo back exhaust, along with engine management. Engine management, or tuning, can be accomplished in different ways but most common is either a piggyback ECU or a re-flash of your factory ECU. This has been covered quite thorougly in the WRX Powerplant and Engine Management forums and a detailed discussion really is off-topic for the General forum where you originally posted this thread.

Look also to various tuner Stage packages from TurboXS, Cobb Tuning, Vishnu Performance, S-Squared Motorsports, and Gruppe-S. You'll see that many of their kits use the VF30 or VF34 (very similar turbos but one has ball-bearings support) and the other pieces named earlier. It's a proven package that will usually put a WRX into the high-12 second bracket at the drags while maintaining decent everyday driveability.

If you take the time to use this board's Search feature, you'll find it can be a very useful tool for many of your questions. Sometimes you'll see different opinions on upgrade mods but by reading existing message threads you'll be able to see what the general consensus might be and be able to form your own opinion on the way you want to go.
