To find the turbo hit up one the local mod shops like MPJ or another of your preference.
Gas milage wont go down terribly unless the added horsepower gives you a lead foot too.
If you want an idea what these new turbos (assuming you have money and proper mods) can do check out cobb tunning and perin for their stage systems. Read up and you can see what a properly tuned system from minor mods to full on heavy modification can do.

Generally turbos are sold unmodified.
I suppose MPJ or another performance tuner could do it for you as well
vf22 = 400 dollars, 600 if you wanna a new one

10 degree clip = 45
Laggy as hell, but there's your cheapo hi horsepower turbo right there! Getting the turbo clipped is one of the most common upgrades for most other turbo cars, esp. MR2's, DSM's, I'm surprised wrx's don't do it more often.
