question about (vehicle) registration

hi guys, friend of my saw me bought a car for 20000 and paid thousand of dollars for registration, and he don't want to pay that much. he just bought a used 04 evo for around 21000, and he trying to ask the buyer to write a very low sales price. he asked the seller to wrote 4500 on the title. did anyone tried that before and is there any problem with dmv or any problem after that? just help him ask because he's my best friend and he's not that rich so he don't want to pay that much tax. anyone can help? he going to dmv tomorrow. please don't flame me.

In most states, they will check the stated price against market value for that make/model. If they find that you have substantially undervalued the car they will bill you for the additional sales tax to make up the difference.
