he said it is a fixit ticket but he put a state reff sticker on the back. both window tint and exhaust are listed as correctible but the sticker states it can not be signed off and he placed the sticker over the area to get the window tinted signed off as well.
I am all for LEOs as well and have LEOs in my direct family, but the cop that pulled me over this summer when I was in neutral ****ing called my mom and told her I street raced and thats why I had all these parts on my car.
I didn't know this till I got home later that day.
I am 21, do not street race, and in fact the ****ing weekend before I was at the marina autocross.
In fact, in the almost 3 years since getting my car I have driven it for a grand total of 10 months. 8 of those the car was either being broken in or on a limp map with me driving on low compression in at least 1 cylinder.
**** that guy, he was probably 3 years older than me too. I hate the way the cops act in the Cupertino area, I got pulled over 3 times in 1 week, and in fact got pulled over 10 ****ing minutes after bringing my car back from Texas. In the first 10 minutes of my driving my car on CA soil I get pulled over and threatened to get state reffed. Luckily that cop let me go.
The young sheriff was a complete jerk though.
Out here in Texas I can run open downpipe and the cops don't care.
It is going to suck moving back this May

Hmm... lol not sure if your joking or your like 17 and just got your license and need to slow down, But I think if or when there comes a time when your getting robbed or your car is over turned in a ditch somewhere because you were doing 90 in a 55 when it was raining while talking on your cell phone and you got ejected from your car through the winsheild because you were not wearing your seatbelt....your gonna wish for a Cop to be there to get help to ya.

But that aside... there is maybe 10 detectives "investigating" crimes and leads but there is maybe 5 to 10 times as many handing out tickets tint, no front plate, loud exhaust, etc. ...
i will start a list of things that should be attracting more attention than our cars... and this is things i see all the time... in 510 area...
1. the ghetto doushes with $3000 gigantic wheels and $2000 rubber on a purple buic la sabre or pink lexus that probably cost a total of $1000 together... who would have thought that rotational force of those wheels will snap off the lug nuts and studs... and when your speedo sais 25 you are really driving 90... those speedometers recalibrate themselves...
2. the soccer moms in their giant suvs and vans that are always on the phone and always speeding because they are late to some kids game... its a suv/van just because its got a short gearbox to move that fat pile of crap doesn't make it a racecar...
3. 100 year old grandma driving a 6000lbs cadillac completely oblivious to surroundings because she is using telefoto glases... this geezer damn near hit me twice in a span of 10minutes... once almost t-boned me then almost rear ended me while i was waiting at a red light

Does anyone know or have a list of the most strict/lax emission law states? I'm certain CA is one of the most strict... but I'm curious to see which states are less treehugger. I can't find a list on google.

Buy a CARB legal Cat-Back that has the CARB label welded on the exhaust. Take a Picture of it and keep it inside the car. But the exhaust should come with a CARB label that you can keep inside the car, its like a CARD. When you get pulled over, tell the popo its CARB legal exhaust and show him the CARB label... END of story... oh and remove the tints in the front windows...

Word of warning for a fellow Subie owner: you are not abiding by the front license plate requirement by placing it inside the motor vehicle, and even worse, are endangering yourself and/or your passengers by placing a rough-edged, thin metal plate on your dash that can and will sever your head, a limb, or seriously cut/maim you/passenger if you were to get into an accident. This happens, and is a stupid thing to take a chance on imho. Plus it also means you can still get stopped for no front plate. There is a CVC somewhere for the "zone" where a plate can be mounted to fulfill the front plate requirement, but I cannot remember which, or what the exact specifications were. Common sense is generally good enough to mount it legally though. 
Tinting of the windows (fronts with any level tint short of the UV special for those with medical conditions and proof of; rears with anything over the legal %), headlights, or taillights is a good enough reason for a LEO to stop us. In all honesty though, LEO's tend to dislike any "useful" form of window tinting anywhere on the car because it creates more potential risk for them when approaching the vehicle, and it just plain gives them an excuse to stop you to verify whether your tinting is within legal %'s, and then explore other parts of your car.
Not worth it imo.
(Note: I do not know if Eric has the Tomei EL header or the UEL version.)
Nick, if you went with an EL header, it would soften and reduce the db level of the exhaust because it reduces the turbulent pulses natural to the boxer engine with the UEL manifolds. Even when I had an APS 3.5" TBE, it was clearly noticeable when moving from the stock STi exhaust manifold to the APS EL headers, and I thought the 3.5" TBE couldn't possibly be any less obnoxious, but it did tone down and soften up.

I take issue with California's emissions laws for many reasons, but I understand like most that LEO's operating in the state of California have a duty to uphold the laws, they've taken an oath to do both protecting us, and also enforcing (ridiculous) laws that have to do with modifying our personal property, which in our case just so happens to be our transportation.
The big issue here - of which there is plenty of "proof" if you simply speak with LEO's on a large scale, over a wide area of cities, and counties - is that in California, and possibly any state in the US, citing cars for modified emissions control equipment has become as prejudiced as the racial issue has always been across our country. Ask enough LEO's, and you WILL find that many/most will tell you that they actively, or have on multiple occasions in the past, stopped and cited a foreign-make auto, but have not or simply do not stop and cite domestic autos/trucks (generally with eight cylinder or larger engines; turbo-diesel included.) I have asked enough different officers now, and have read statements from known officers both here, and on other forums, to know that this is true and is not some fabricated, whining excuse from foreign car owners to placate themselves over CVC emissions-related citations. Let's get real, we are all aware that Japanese makes probably get the lion's share, but it's not exclusive, and tends to have a lot to do with the original MSRP of any given vehicle as well, regardless of make (the Nissan GTR being an excellent example of a Japanese vehicle that probably doesn't get profiled due to it's exotic nature.) This is, and has pretty much always been the state of affairs guys. This is America, we've grown up with classic muscle cars restored, and driving down the streets with the lovely carbureted V8's and side-pipes or glasspacks. Large-engined domestic vehicles will more than likely always have that "cool-factor", and will get a nod, wave, or stopped by a LEO simply to chat about what he's done to the car (usually illegal, but not cited for it anyway.) Anyway, I'm tired.

No I get it but what. I don't get is that 6:45 am while a mile from work a petaluma city cop can see my car going 40 in a 45 literally behind a mini van and decide to flip a ***** to chase me down to give me a ticket like this when lifted trucks running no exhaust and tinted windows get over looked...
