I have expired tags, a cracked windshield, a nasty flat black paint job, TWO wings and my car is usually leaking something or smoking.
I never get pulled over. Maybe its because I just have a stock STi exhaust with two cats still...

Very true!! I find that having a roof rack on my Subaru really keeps the cops eyes away from you. I have a snowboard rack on right now and I fing it well worth it

I've got an 02 cat-back (and soon the downpipe as well) that you can use if you need them to pass the ref station. I think I'm going to make it an i-club loaner for people in the Bay Area who get dinged for loud exhaust. PM me if you want it.
APS 3" should pass without issue, he shouldn't be needing to use the stock exhaust. That's kinda the point of the whole harassment thing right, that cars which are well in compliance are referred to the ref multiple times?
