Local SVRAs are a good start, though I wouldn't recommend for lowered cars.

My little spot is a tiny little spot at the county line between San Mateo County and Santa Clara County. On Skyline Blvd (AKA California State Route 35), where the small trail entrances are. The west side (southbound side) has a deep puddle build up during the rainy season, so it's just enough to actually put some mud on your paint.
Be careful though, it is a very small spot. I'd only recommend if you just want to get a little muddy/dirty, otherwise, no sideways action there.

It may be a drive for you guys, but i go into the farm roads in salinas, there usually are some big mud parking lots that get your car filthy!

It's probably a good idea to be careful in any event. I have had loads of fun doing this but mostly in Hawaii (Big Island, cane fields) and England (Tank Crossings, OMFG). If you hit a big enough puddle going too fast, you can rip your bumper cover clean off. It's only funny for a few minutes.

Also Hollister is really fun, but there's people out there so just don't get too silly.
