whats wrong with the cops in dc?
I live 2 blocks from a police station in s.f. I have had a up/down pipe w/ an hks exhaust for a year now and I've never had problems with the cops. anyways I'm driving by westlake to drop a friend off and this stupid cop pulls me over for having a loud exhaust! I am very mad! I always drive by cops in the city and I always drive around d.c. This cop had nothing else better to do.
...what to do now!
anyways I thought this would relieve some stress, but it just makes me more upset. Now I have to change my exhaust back to stock, get it signed off, then change it back!
(anyone have an easier plan?)
I know atleast one of you are a cop. (i won't tell...)

correct me if I am wrong people. There is a limit how loud your exhaust could be. And the ticket doesn't stand if they can't prove it. Fight the ticket if you want and I think you'll get off of it (I think many people have in the past). But it's a hassle, might be easier if you just do the swap and pay that stupid $10. Don't know what to tell you man.

there was a really good thread about this maybe a month or so ago. lots of people chimed in, with all sorts of information. try doing a search for a phrase like 'fix it ticket' or something along those lines, and you should be able to find it.
the bottom line is that you either put the stock exhaust back on and get your ticket signed off, or you fight the ticket.

I tried to be slick today. Last time i had a fix a ticket for ot having a front plate the lady at the station didn't check my ride and just signed it. Today I tried to say the exhaust was fixed hoping the cop would just sign me off w/ out looking. (just my luck) the cop says "I'll be out in just a minute to check" ---obviously I parked aroud the corner walked to my car and fled.(hey, it was worth a try)
-thanks for your input guys, I'll do a bit more research on fix a tickets, cause its way too hot to get under the car and start unbolting stuff.

Did the cop use a db meter from a certain distance? Otherwise there was no proof, or you could prove he did it wrong, you can get your ticket dismissed.
95 db when using an SPL meter, IIRC.
also , there is a distance that the meter must be at a certain degree from the end of the tailpipe.
from sema.org:
Sections 1030-1036, 13 CCR, were intended to be used by Licensed Muffler Certification Stations as a means of determining if an exhaust system met the requirements of the Muffler Certification Program (when those programs were operational). They specify testing procedures for motor vehicle exhaust noise alone (as opposed to total vehicle noise). This procedure specifies a limit of 95 dB(A) measured 20 inches from the exhaust pipe outlet with the engine operating in neutral, typically at a speed of 3000-5000 rpm. (For comparison, a modern rotary lawn mower with a 5-horsepower Briggs & Stratton engine typically emits approximately 93 dB(A) at the same distance at full speed under no load.) It applies only to passenger vehicles. It does not apply to motorcycles or to vehicles over 6000 pounds gross weight.

Go down town to the Hall of Justice just before 5pm when its busy. Go to the window of the police station on the left just inside the entrance. They've signed me off on fixits before. Bring a bogus muffler shop receipt or something. Worked for me once
(although, my receipt was real)

I've always wanted to try sticking some Brillo pads or something before the muffler to muffle sound and test it with a meter. That'd really rock.
Also, I'm going to call HKS today and get them to send me their paper work on the legality of their exhaust, print out the DMV/CHP stuff and keep it all in my car.
