What's up with bartenders making "shots" with water?

I have been drinking at bars since I was 16 and I have never seen a bartender put water in a shot unless someone asked for it.
Why didn't you just ask for it with out the water and ask why they would do that in the first place?
Edit: They put water (just a few drops) in my Scotch when I order the good stuff at my local bar. Only because they know I like it that way and only with high quality h2o.

vodka though....wtf. wouldn't see me ordering shots first of all, but if I did I would never want water in it

hmm... if you friend had ordered the vodka chilled, adding water would be an easy way of killing the flavor. if not, then I have no idea what the bartender was thinking.
I'm old school myself, shots straight. if it's chilled or i need a chaser, I probably shouldn't be drinking that particular liquor LoL. When people order whiskies chilled (WHISKEY!) and then have the audacity to ask for a coke or some kind of juice chase, I usually offer a hand hold to help them get through it

This was a private event so I'm not sure where the bartenders came from. Wierd.
Honestly, I was not watching every single "shot" they poured, but after seeing my friends, and a few more, I thought that's what they were doing.

I was gonna say he probably ordered vodka and tonic shots without rocks. But if it was a private event then idk. I work at a restaurant where a lot of people order lots and lots of drinks and I've never heard or seen my bartenders do that. I don't think they're allowed to unless its asked for. Hell, if anything, you ask for a shot you end up getting a double lol. They tend to be generous with the alcohol haha.
