What's up with bartenders making "shots" with water?

What's up with bartenders making "shots" with water?
I'm an old dude. I have kids. So sadly I pretty much never "go out" anymore.
Back in my day, a shot meant a little 2-3oz shot glass with whiskey/bourbon/vodka/etc poured straight from the bottle into the shot glass and THAT's what got shot.
Recently went out and someone in our group ordered a bunch of Grey Goose. The bartender pulled out those 6oz tumbler glasses, poured a shot amount of vodka into it, and added WATER. I was like, WTF? Whatever, friend was buying so I hit one and it was watered down vodka no surprise. But why buy something as good as Grey Goose and go and add water to it? I mean, if you're gonna add water... just drink cheap vodka... it'll taste the same.
So when did this water in the shot thing start, when did it become the default way to pour, and why do they do it?

That bartender is either totally incompetent or the bar itself is instructing them to do that and should be shut down.
I seriously want to know what bar this is so I can never go there. That's ghetto as ****. I've heard of people doing that but they at least have the decency to not do it in front of my face (watering the bottles, ghetto and illegal).
If a bartender did that right in front of my face I'd ask them what the **** they were doing and to drink it themselves and poor me a straight shot.
