I lived near Chicago for 3 years -- black ice (or ice of any kind) almost never happens there. A mayor lost an election over the roads not being cleared, and ever since, the roads never get worse than slush. They salt the crap out of the roads if there's even a chance of snow, and the plows hit the road as soon as you can see snow. I moved there from Michigan (near Detroit) where they would wait days to clear the roads and I had to use a 4WD pickup to get around. In Illinois I never put it in 4WD, and my front wheel drive Jetta was a far better vehicle for the local conditions. (I didn't have the WRX yet, but it would be just about the perfect car for a Chicago winter. We almost got an RS, but my wife could not get past the looks until they added the turbo!)

So get a tire that's really good in wet conditions and at least ok in snow and you'll be fine. The stock tires would probably be fine, but so will any good all season tire that focuses on wet conditions.

Now if you ever leave the city, Indiana's roads are nothing but solid ice all winter long as far as I could tell. You have been warned.
