Actually Scott, your right. The officer would be guilty of engaging in a speed contest. However, it's one of those gray areas. The law gives officers the power to break the law in order to enfore the law. Ya, I know. It's a conundrum.

I hate when police do that. Unsafe lane changes. Speedling like mad with no lights on no cause except to get home earlier. Crap like that. Just one of these days I'd love to have a camera on and roll up to them at the coffee shop park my car very far away and walk in with the video and say.....I just wanted to let you know that I am reporting you for unsafe driving habits. Not that it would do any good but I'd love to see their response.
Shoot I had a police car pull right in front of me doing about 40mph on the freeway..nearly tagged em. No blinker letting me know they were coming on....no safe merge speed. I was going exactly 65 by the way...haaa.
As for entrappment. I would think that revving one's engine to instigate a race would be grounds for it. But the thing is it's a huge huge grey zone and only a really great lawyer is gonna win that case...and even then you'd have to supiena for the tapes/ audio from his in car stuff...which I don't know is possible...otherwise it's word on word and you loose every time.
I've always wondered the same thing when watching cops and they have these drug or prostitution stings. Saw one...dude was riding his bike down the street and the lady cop had to call after him 3 times. ended up arresting his poor ***. I was like...what the crap....he did not ride up to that lady and go....umm...mam....$10 to give me head? Every time the cop takes command....offers...>BEFORE being asked. Should be entrappment. But they just say..hey....they were in the area and took the bait...they must have been looking.
GREY>>>GREY>>>>GREY.....always in the law mans favor.

I know cops as friends. . . they break speed limits for stuff they can't go code 3 for (lights and siren) like in a high burglary neighborhood for a burglar alarm going off they cant go code 3 but they can speed like hell when they can if your burglar alarm is going off.
when someone is robbing you do you want someone to show up going the speed limit or going like a bat out of hell trying to catch the people ?
And to answer the start of the post about u/c cops in cars. Yes there are, there have been in southern california for about 4 years now and they are just getting up here. From what I have heard there is a Black Toyota Supra all hyped up and always is looking for a race. when you are in front that is when he flashes the lights on and you are done. . .they are in car mount LED red and blue lights. This car may be a myth but that is what I heard. . .Around Alamo, San Ramon, Danville, and Pleasanton.

they break speed limits for stuff they can't go code 3 for
Code 1 - At your leisure (usually stuff like a friggin cat in a tree type calls)
Code 1.5 - Speed to get there, no lights (minor accidents where injuries are unknown)
Code 2 - As fast as possible, lights no sirens (usually alarms, major accidents, DVs)
Code 3 - Life is at risk, haul ***
I have never run into a cop that speeds to get home. Cops are held to a higher standard. Who said something about video taping? Trust me, it's been done.

Supra wouldn't surprise me. I've see an all blacked out SS with no visible lights nail someone with my own eyes. Huntington beach used to have a ferrari.
I've seen some strange cars lately. Never can tell.
they spend a lot of money on stuff like this because tickets and impounded vehicles make them a ton of money.
It's a shame...should be spending it on other things. Take SF for instance. Maybe they should spend it on improving the 17% solved murder case rate. Lowest in the country.
