Chains will also help you if you get stuck on a iced out road. I almost lost my truck, trailer and car last year over that. I was able to stop my truck from sliding backwards and was able to get chains on to dig in. We had slide backwards 35+ feet till we came to a stop and the heat coming off my 2500hd was enough to melt the layer of ice that had formed under the snow on the roadway. I chained up and backed down the 2 lane road for a few miles before I was able to make a 300 point turn. All while snow was picking up and roads were getting worse. And No cell phone coverage to boot....

Weird, never heard of that fine and the zillions of people I have talked to about this topic while living in the Reno area have never mentioned it. I would get teased daily for rolling around on snow tires for the last few months. Guess I will look around for some actual info. I am heading to the Bay over 80 on Sunday in a FWD car on summer tires. If I get turned around, I have a 4WD Justy on snows w/ chains but would just rather drive my nicer car. Still going to check up on that law... Last time over the hill (2/29, left at 7pm toward SF) it was pretty crazy, I was with friends in an '05 LGT wagon w/ all-seasons and we were dodging graders and sometimes on hardpack but the car kicked *** and carried us through. Probably the worst thing was the truckers who seem to carry a bit more speed than is really logical, but what do I know!
In general the roads are kept pretty good, but if this is your first time up I would be extremely cautious! It's a great idea to ride with someone who has bad weather driving experience, and watch how they deal with it. No sudden moves! Haha..

Just got back from Northstar at 10pm.. I left the resort at 330pm and 80 west had a 2hour delay due to 2 big rigs spinning out in the snow. I was lucky as I was one of the cars that made it pass 89 before they closed the entire 80west and detour everyone else out to 89 to south tahoe on to the 50. In fact my buddy who left 1hour after I did is still on his way home from northstar... should be back in the bay by 3am... 430pm-330am 11hour trip home.
