From my understand the city wont cover it if the car is lowered etc. Basically if your car is modified they will turn you down because it is your bad. Also i assumed cause it was a rota it would of looked like a grenade blew up.

that sucks, i have a feeling that no matter what kind of rim it was it would have cracked at 70mph hitting a cement block

It's not the city because its on 280, getting money out of caltrans is the most ridiculous process ever. I was successful in a case against Redwood City. But the process took over 3 months even with them.
