Battery on Cement?

Battery on Cement?

Just wanted to see what you guys thought about this one.

We had a little debate at the shop here about the battery life when it sits on cement. We have generators all over the site here and one paticular one has 4 gell cells for a 24vdc start system. Well, two of the batteries were dead and the charger wasn't working properly. The first thing one of my co-workers did was to put the batteries on plywood, since they were sitting on the concrete.
I made a smart comment and was curious on why he did it, and he told me that it discharges the battery when it's on pavement. He couldn't explain why, but was stubborn about it. I've heard the tale before and my theory that I came up with was that most people who have batteries on pavement usually let them sit in their garage for months without taking care of the cells and of course they will be dead. Simple as that.
Am I wrong?
