Any modification for the purpose of increasing noise is, but replacing a "damaged" expensive OEM muffler with a cheaper aftermarket replacement that happens to be louder, is not, so long as it conforms to the noise laws.
My stock one was damaged, that's my story, and I'm sticking to to

i did some research and came up w/ another case that came up in 2004. ill post it up when i have more time to hunt it again.
Man you guys are still trippin about fix it tickets? Just sign them off yourselves. I've been doing that since I was like 17yrs old. The court doesn't even verify with the actual "officer". Then pay $10, and you're done.
