New Smog Law in 2013? No Tailpipe Readings?

Ofcourse but there are states in the US where smog laws arent as strict and they dont live in a cloud of pollution.

When you look at how much air pollution is made in countries like China, India and Phillipines on a daily basis, are we really making an impact with these strict smog laws in California? IMO we're not.

I've seen it in various cities internationally and remember southern CA smog in the early 80s when I was living there as a kid.

Unleaded gasoline and certain levels of pollution control are definitely a good thing
Bureaucracy for the sake of bureaucracy is definitely not a good thing

Comparing smog laws across different states are moot. The weather and land formations make a huge impact on how pollution sits in our air. Even NorCal and SoCal are very different, which I believe, should have different smog laws.

On the other hand, CARB is corrupt and should be disbanded. If we can pass the sniffer, who cares about what part is on it.

There is even a difference between the valley and Santa cruz. If i registered my truck and or my Malibu at my home in SV i have to do the dyno smog, when registered at my family home in The santa cruz mtns i just have to do the idle sniffer test. Can you quess where my vehicles are registered?

I drove through Barstow this year on my way to and from Arizona and the smog was HORRIBLE. It was so bad you could see it from like 20miles away.

System is too weird/complicated now with things out of your control. Hence keeping a passing star grade for a repair facility is too hard if you're not turning down business left and right and cherry picking cars.

Doubtful they turn any TSI (two speed idle) cars away. What most shops do now is check your monitors ahead and time so if everything isnt running they wont test you. 4wd cars wont have many functional issues, only visual.

For 2wd vehicles, they'll make sure you dont have a visible misfire as that'll be very hard to dyno and likley result in an abort causing a negative hit on the techs numbers. Also if the vehicle is heavily modded, it'll likely be turned away as different gear ratios and larger tires on trucks effect the rpm readings and if the variance is more than x% of stock, the technician gets a negative hit on his license. This is also similar to having a bad/late shifting tranny. Again things out of the techs control.
