Your statement isn't accurate. You can assemble a rebuild kit in CA, provided that you destroy the original preban hi cap mag the rebuild kit is replacing.

So as long as "you owned them before 2000" you can shoot/carry them with your gun? No issues with that? Was there a limit to capacity before 2000, like the 65 rd lol

You are technically rebuilding you existing magazine. But that rebuild can ultimately lead to replacement of every component of the existing magazine.
technically replacing a 17 round mag with a 33 round would be illegal... but there's no way to prove you didn't already own a 33 magazine before the ban

Actually that laser is a pretty high speed piece of kit. It's basically a German made version of the PEQ-14.
