the van had its hazards on but the CHP didnt just the red and blue lights, head lights and spot lights. He didnt have his hazards on as well when he pulled me over
Well all things to bring up when you fight the ticket "Did you have your emergency lights on when I passed you, can you prove that you did." "How did you measure my speed, where is your log showing the time and speed at which I was recorded."
The burden of proof is on him to prove that he met the requirements for the law to be in effect. If he cannot prove that he had his lights on, the law does not apply to your situation and it must be thrown out.

I had a cop pull me over, he was in an van and told me I had to submit to special punishment that's just been enacted... he made me do things... You couldn't imagine...
He said that they had been contracted out to dispense the appropriate consequences for my traffic violation... There was a man inside... his name was chip.... he wore black leather assless chaps with rainbows running down the legs....

theres alot of misinformation on here. make him show proof of his lights being on,explain how he shot radar and wrote the ticket and provide proof that you had the option to move over. no law can be enforced if theres a chance you could be placed in a dangerous situation. for example, given the time of day and flow of traffic you would have been forced to 1)cut someone off to move over 2)slowing down placed you in the path of someone NOT paying attention and you feared for your saftey and 3)this is the biggy. if its the truth that youve never been ticketed before should be enough for the judge to use common sense and throw it out.
