The help Cesar(Lanz0r) pass smog Thread
He swapped a 06 WRX motor with a VF39 into his RS and he cant get it state certified by a state ref. Keeps failing smog. He has now been to the state ref 4 times and he still can't pass. FAIL 
Starting to feel bad for the guy but its just funny how much he loves going to the state ref. He's been there so many times they know him on first name basis and dont even bother to look under the hood and send him directly to get smogged.

He has tried everything. He has high CO numbers. He got a tune but not really sure from who. He keeps trying a bunch of things and still cant figure out why. Hopefully he chimes in with more info.

The shotgun effect on trying to fix things never work.
I would suggest for him to go to a smog/repair shop so they can diagnose. my guessing is maybe his fuel pressure is a bit high or he has something chipped into his computer like a resistor in the ect sensor or possibly the wrong t-stat.
It could be a number of things. First thing I would do is seafoam, spark plugs, oil change, air filter. Put the stock turbo back on, put a pressure tester on the fuel pressure regulator and then check the readings to see if they're high or not. My guessing is that he's getting a little bit more fuel than needed.

My reading were worse before but after doing most of that stuff they went down but still fails

Just poking around online I found multiple references to some of the same things (Clean or replace air filter etc) but this particular link mentioned a couple of things that seemed a little out of the ordinary and might help?
Of course you have to be careful with some things as if memory serves running rich can cause some issues that leaning out can fix, running too lean can cause issues as well...

Carbon Monoxide (CO)*
CO is created when gasoline is not completely burned. High CO ( running rich ).
A list of common causes of CO related smog check failure:
1. Timing is not a big factor in CO production but check it anyway. Everything helps.
2. On older Carbureted vehicles you can have problems like a partially stuck choke plate.This is the moving steel plate on the top of your carburetor.
3. A leaking power valve on your carburetor can cause high CO and Smog Check failure.
4. A faulty carburetor can cause high CO and Smog Check failure.
5. A dirty air filter can cause high CO.
6. A common cause for high CO is a faulty Oxygen Sensor. This sensor tells the computer how to fine tune the air fuel ratio.
7. Other sensors like the M.A.P.sensor , C.T.S. sensor or the Air flow meter can also effect the CO level.
8. A faulty air injection system can cause high CO. This is the Smog pump and related components.
9. A faulty Catalytic Converter can cause high CO and Smog Check failure.
10. If your car has been running rich ( high CO ) you should change your oil after you get it repaired. When you have rich condition all the fuel cannot be burned, you start to saturate the motor oil with CO and HC. This in itself can also cause a rich condition.
