yeap, the lowest part of the body/frame must not be below the lowest part of the wheel rim. with anyone running 225/40-18s, you can be 2" off the ground. BUT, there is also a legal minimum limit your headlights (22") and foglights (12") must be from the ground.

fwiw, i've been really into cars for a long time, and i had a hard time telling where the factory uppipe was (i'm a suby noob). unless you're getting an "enhanced" (test-only) or ref inspection, i'd doubt that you'd get caught for having an uppipe. imo, the best uppy would be the catless sti one (for inspection purposes)

since WHEN do government regulations have ANYTHING to do with the real world???

you can argue till the cows come home, release some methane into the air, and get ticketed for polluting, and it will STILL be illegal no modify your car.

People that write clean-air regulations know nothing of the "real world". Most of them don't even drive their own cars. Clean-air regulations have very little to do with practical application and EVERYTHING to do with pleasing a vocal minority who ALSO know very little about "the real world". Have I thoroughly trampled everyone's rose-colored glasses yet?
