I called this guy... and I e-mailed him. He wrote back "can you text?" and that's all the communication I've had from him. I wrote him back saying I called him from a landline.
No response and now, he's raised the price.

I should have a '99 2.5rs for sale here in a few weeks...just need to finish cleaning it up.

I have changed the oil, power steering fluid, oil filter, fuel filter, and both intake filters within the last ~50 miles and am looking to change out the brake fluid and transmission fluid this weekend.
Will post in here once I throw it on Craigslist.

+1 to that. I worked in the car industry for 4+ years and anytime a car had a cluster change, it wasn't a branded title (salvage/rebuilt) but it made it so you can't run them as a green light car in auctions. It makes them a TMU (true miles unknown) generally. All these STI cluster swaps that I see scare me because of that.

if you have doubts about the actual mileage just run a carfax it will have milage for anytime it has been taken in to be worked on and see if the person have service records from where they got oil changes. the oil change places always keep records of the mileage a car has on it

Personally I just assume heavily modded car = cluster swap considering the amount of "Sti" parts it has on it but its missing the cluster. What you said is on point though, always ask for service records. Thats the only way to reduce the risk of getting lied to and picking up a bad car.
