Buddy got scammed on Ebay
Well a friend of mine tried to purchase a couple concert tix but got shafted. He paid through Paypal and filed a complaint. Generally, how long does it take to have PayPal credit back the funds?

Well, my roomie is a ebay fanatic. What he usually does, is first get the info from the seller from ebay (you can request it). IIRC, it gives you their phone number, city, and email. He usually calls the guy, tells him the situation, and threatens to get lawyers involved.
As for Paypal, what usually happens is they "freeze" the money so neither user may use the funds. During this time, they tell the seller why it has been frozen and asks for a response to the situation. From that point, it's at their own discretion.

u buy an widget.
you paypal.
they ship it.
instead of a widget you get dried cow dung.
you file a complain.
paypal puts a temporary hold on funds.
seller provides tracking #.
temporary hold is reversed.
you just bought cow dung.
