In the warrior's defense (no pun intended), the reason they paid Foyle that much was because both him and dampier were free agents. They couldn't afford to lose both of them, otherwise they would have no center. So they paid Foyle a bit more to keep him as a precautionary measure in case Dampier goes. What I don't understand is how they can trade Dampier if he's a free agent. Unless he's restricted...but oh well. I don't understand all the rules.

But that was the main reason for keeping Foyle. He's a good shot blocker and can be like another Ben Wallace if he's healthy.

 

the reason why they could trade Dampier or any other unrestriced FA is that the team that is willing to sign them don't have the cap room. The FA would resign and then traded to the new team.

There is a good and bad to this. good is that the team would get something in return, the bad is that it could be a player and his big contract.
