I was wondering if the lot pays for a leakdown and compression test, or if i do. also if anyone could tell my the pictures if this engine would be worth even doing the test.

Depends on the whoever is selling the vehicle. They aren't required to provide a compression test. They definitely aren't required to provide a leakdown test as that requires having a leakdown gauge and air compressor handy. Much more involved to use correctly than compression test.

Why is this posted here?

It's fine here. I asked because I thought it was an accident. ;)

also, what would be a price fair price to offer for the engine tranny and rear parts needed to do a swap on a wrx.

Brian:

Are you buying this car or just parts?
If you're looking at doing the swap correctly, it's better to get the entire car, amd then sell off what you don't use.
Unless Copart changed recently, they will not test the vehicle, as they are just the auction house.

Remember, demand is high & supply is low. ;)

I believe that the cars they list on coparts website, like the one i found, are already sold to salvage yards etc. like this one is in florida at:

Parts Supplier: MINTON PARTS INC
Address:
OPA LOCKA, FL 33054
VIN: JF1GD70645L
Date Sold: 6/19/06
Phone: (305) 688-6661
Email: daniel@mintonparts.com

so i thought maybe they would do a test. They do give a 30 day warranty though.
