shouldnt the tires that have more rubber (205/55/16) weigh more then the tire with less rubber (225/40/18)??

Shorter sidewalls have to be much stiffer (both structurally and because those buying them expect better handling) and are therefore heavier. Plus the 225/40R18s are wider and taller. Circumference times width quickly outpaces the change in outside diamter minus inside diameter.
