will it work on a stock suspension 08 wrx?
of course, rolling will be needed.

that offset is too low so, they will rub on the fenders

What would need to be done to make the fit?
Pull and roll?

Are my fenders simply shorter than the pre. gen?

+48 is what you would use on 18 x 7.5 so you are probably looking around +52ish
