What is Stage 1 93 max boost?

What is Stage 1 93 max boost?
I've got a 2003 WRX 5-speed. Bought it new over a year ago so everything is original except for:
gutted up-pipe
TurboXS catless TBE (2.5")
XEDE w/Stage 1 93 octane map
I'm just curious as to what max boost is supposed to be with the Stage 1 map. After letting the car warm up and running it through the RPM range I've seen the boost max at around .1MPa on the oem boost gauge, is this correct, 15psi?

You could prolly use another PSI. Call me to talk you through the xede boost map if its at 100 then we can send you a 1 PSI bleeder
Actually tonight I might be able to get a laptop so if that's necessary I'll do that and call Monday to get help modifying the map.

I connected a laptop to the XEDE and ran XMap2. Downloaded the map from the unit and watched the boost map. I was in 4th at WOT, went up to 110MPH and boost never went to 100, it stayed just below it. The TPS in the live data display has never gone past 79% even at WOT; could that have something to do with the boost not reaching 100%?
