Although he wasn't qualified for the position he held I do feel it is unfortunate that he was the scapegoat for an emergency response program that was ailing in all areas. Had this been in almost any other city in America the response would have been totally different as the local leaders let politics and a lack of both initiative and training plague their responsibilites from the beginning.

He'll be used as a scapegoat for the feds and rightfully so to some extent. He was obviously not competent enough for the position.
Regardless, those who know enough about politics and the disaster know Bush is to blame for appointing him and likewise for those that confirmed his position. Let's just hope him becoming a scapegoat doesn't take the spotlight of the state and local govt for being complete ****-ups as well. They are just as much to blame if not more at fault IMHO.
