He should have replied, 'does it make sense to you?' I'm just glad that he isn't the one coming up with these ideas. I trust that they make some sense in general, so I don't need Bush to explain it to me so I feel better. In fact, he'd probably be better off if he didn't try to explain things like that, and just stuck to his 'shootin' from the hip' style that got him this far. To Bush's credit, though, Franken doesn't give him much of a chance... he just seems to be enjoying it (and audibly laughing) as Bush struggles with his words. The sad thing is, though, I'm sure (at least I hope) that Bush has a better understanding of these things than he appears to, judging from his explanation. This is, at best, an example of his inability to elegantly explain things. Lets just hope it's not a reflection of his actual knowledge and understranding.
