kinda right. it was created by executive mandate in Jan 1958 by Eisenhower. Shortly after, in Feb 1958, DOD Directive 5105.41 simply made the creation official. The R&D for ARPAnet was conducted at MITs Lincoln lab which is funded by Federal grant making.
