regulatin, great post about changes. Though the first aspect is an ideal that will never be met, the other parts of your proposal are definitely within reason and I think would make a huge change in the US. I especially like your point about welfare: social help is necessary and should eb available for people who truly need it.
As far as legalizing, here is the solution:
The govt could begin growing very strong, clean, hydro-ponic herb in guarded indoor areas. Throughout the US, they could begin sowing male cannabis plants (no smoking value). These male would serve 3 primary purposes: they could be used to help stabilize hill sides (deep roots, hardy, fast growers), used for textiles (1000s of uses), and lastly, they would polliante female plantsthus ruining local crops by unathorized growers.

I plan on running for some political position when I'm through with the military but doubt I'd get elected as few "independents" are ever elected. As far as the weed goes, like you said I have no doubt the gov't could grow safe, consistent weed but that's not the issue. It'd be very hard for a cop to tell if the weed he'd confiscated was grown in a lab or a closet. Again, personal interests are in the way but rest assured if Halliburton had bio-med labs we'd all be high right now.

I don't think the government should produce or distribute it, for the same moral reasons as alcolhol. It has to be privately cultivated, and government regulated.
