However, under a plea agreement that still must be approved by Robinson, Berger would serve no jail time but pay a $10,000 fine, surrender his security clearance for three years and cooperate with investigators. Security clearance allows access to classified government materials.
This is the dumbest thing ever.

Yeah man.
I had a high level clearance for certain radio equipment and other crap I could potentially get my hands on in the Army. Strict SOP on checks and balances.
You'd be working fast food for the rest of your life after prison time if you did anything like this.
