-Carter's presidency saw the creation of two cabinet-level departments: the Department of Energy and the Department of Education.
-He established a national energy policy, removed price controls from domestic petroleum production, and advocated for less American reliance on foreign oil sources.
-In foreign affairs, Carter pursued the Camp David Accords, the Panama Canal Treaties and the second round of SALT.
-After leaving office, Carter founded the Carter Center to promote global health, democracy and human rights. He has traveled extensively to monitor international elections, conduct peace negotiations and establish relief efforts.
He was also handpicked by Admiral Rickover for the United State's nucluer sub program during it's beginning. He never commanded a ship because he left nucluer power training school when his father died.
He may not have been the best president when it came to domestic policy, but when it comes to foreign policy the man is genius

I have a feeling HW will rise in popularity over time, Clinton will remain in the middle, and W will fall (well, depending on how the next few months go in relation to Iraq and immigration...)
It would be interesting to see this list ~100 years from now to look at how history perceives what's going on now.

I think you could easily make a case that FDR was a better president than Lincoln. Not to detract from what Lincoln did whatsoever...
