Nevada Revised Statues 293.463 states that "Employees are allowed one to three hours on election days to vote if they do not have "sufficient" free time outside working hours, depending on the distance between work and the polling site. Employees must apply for time prior to Election Day. Employers may designate the specific time employees may take."
Either they can vote, or a caucus isn't considered voting. Either way, this has been blown way out of proportion. You can't have voting-at-work for some people it you don't do it for everyone.

Judge OKs Nevada At-Large Caucus Sites
A federal judge on Thursday denied an attempt to cancel at-large Nevada caucus sites, boosting Barack Obama’s campaign, which has the backing of Las Vegas’ largest labor union.
Six Democrats and the Nevada State Teachers Union, whose members have ties to Hillary Clinton’s campaign, sued to shut down the nine sites that had been approved by the Nevada Democratic Party and Democratic National Committee.
The goal of the plan was to give housekeepers, waitresses, bellhops, restaurant workers and thousands of others who work on the Las Vegas Strip a chance to participate in the midday caucuses rather than take time off to return home to neighborhood precincts or skip the vote altogether.
Obama, Clinton and John Edwards are running neck and neck in state polling, and Saturday’s vote, the first contest to involve a large cross-section of minority voters, could be a good indicator of where the tight Democratic presidential race is going.

This thing evolved to a Obama vs Clinton thing because the union that got this vote-at-work thing arranged for these people (which they arranged last year) is openly supporting Obama (as of last week). I think that Clinton is a b**ch for choosing to go after this issue now that the union is behind Obama. At the same time, however, someone should have stepped in last year when they arranged this crap and told the union to f*** off, because why the hell are these workers so special compared to everyone else in the state that they get to vote at work? Because they work in casinos? Give me a break. Everyone has to take time off work if they want to vote. That's why there are laws that require employers to give people time off to vote.
This is not disenfranchisement. It's just some dumb political posturing, that Obama and Clinton, and now the Republican spin factory, are each trying to use to their advantage.
