Are you asking how low is possible or how low is advisable? You can get about 2.5" if you're really looking for bling, but anything more than 30 mm (1.2") will screw up your ride, handling, alignment, and wear stuff out. Eibach and Prodrive, two of the most respected companies involved with Subarus, offer 25mm lowering springs for best handling characteristics (although the Eibach Sportlines give you more drop, they will ask you if you race or autocross before recommending them. Pro Kit is better for your car.). I'm about to install the Prodrive Bilstein World Rally Sport setup, I'll post before and after pics when I do.

With coilovers and fully adjustable camber, yes you can, but the ride sucks *****. At 1" or so you can still have good handling and good ride. More than that and you can't have both.
