it's not really a question of better.. it's more what you want to get out of it.
i started with springs and wheels and rsb... and loved that setup... but after a while the springs got too stiff for me so i switched to coilovers...
i think springs are pretty good for better handling improvement without the cost of coilovers..
but that's my opinion

I would highly recommend going with a short-throw shifter and tire and various upgrades to the braking system. The short-throw shifter and shifter bushings shorten the shift lengths quite a bit, getting you into and out of gears much faster and smoother. The standard brake lines are made of rubber allowing for too much expanding and contracting. Any metal woven brake lines, check out the STI brake lines, will improve the feel and action of your brakes. Especially important racing downhill. One last upgrade, which may or may not void your warranty, would be to get the Cobb Access Port which comes out in February. Its $555 and has a nice hp increase/cost ratio. Suspension wise definetly the rear sway bar and endlinks. I have the cusco swaybar and love it.

stock tires suck- - - royally
for me the power is adequate for what i'm doing now- so susp/handling is my top priority- as long as i can zip home from the grocery store in record time(keeping the eggs in tact) then i'm happy for now. but until i decide to be a weekend warrior @ da tracks my engine is second place to handling.

If your question is springs/coilovers or rims/tires first, the i'd definitely go with the springs/coilovers first. I hate the look of a car with sweet rims, but with a wheel gap that i can kick fieldgoals through.

I agree with BAN SUVS on this one... I think if I were in your position (which I once was), I'd save up a little more and get some coilovers while you're at it.

A good set of coilovers are fully adjustable, both ride height, and damping force.
