ideal snow tire for dry handling on the way to snow...

what up everyone. have a quick question. i will be running snow tires on my stock wrx 16x6.5 stockers. i have brand new all seasons on my Rota grids (18x9.4 et 38) but dont want to run snow tires on those, and dont want to drive on all seasons in the snow. i live in san jose, ca and would commute 2 different places for snow this year.
I will be hitting up tahoe multiple times this season (250 miles one way)
and once to Big Bear down south (450 miles one way)

these wheel/tire setup will only be used for those trips.

so,what snow tires are you guy running, keeping in mind:

1) what snow tire is best for snow/ice handling with dry pavement to get to the snow (i hear Blizzak crappy dry handling)
2) trying to stay on a budget
3) mounted prob a total of ONE month out of the year
4) would like optimal dry and snow/ice handling (michelin)
