e brake

I can pull my e-brake up as hard as I can going 50mph and my car is coasting. I have adjusted it from inside the car, and it tightened the handle up, but didn't stop any better. Question is, can it also be adjusted under the car by the cable? I can't seem to find anywhere on the cable I can do this. Please help!

I think it is adjustable, but it's a parking brake and not an emergency brake.
