Oil Filter Questions

Are you supposed to put a little oil in the oil filter before installing it? I've had several cars and never heard of this until I've read some stuff on NASIOC.:inwc:

its a good idea so that you have oil in there when you start the car up the first time after completing the oil change.

really, I just thought you had to put a little oil around the filter where the rubber is at, wow, learn something new everyday, thanks!
