what should i do to my engine with $500?

I dont' think you can really gain 35hp from just 500 dollars in mods. But I would recommend getting your basic N/A bolt ons if you can find them. I dont' think they are cheap though.

N/A is Naturally Aspirated, meaning not turbo or supercharghed
And sorry, but you prolly wont even get 25hp out of 500 bucks, I got a stage 1 kit for my legacy which is borla exhaust headers, RalliTek intake and a custom cat-back exhaust. That gave me a 10-15% gain. The stage one cost 899 plus install. It is a great route to upgrade. contact www.rallitek.com

How does one know they're getting a 10 - 15 percent hp gain from anything they put on? You'll be lucky to get 2 - 5% if you go the farting exhaust route.
If you believe the manufacturer you're naive. And if you did get a 10 percent increase in hp at what rpm do you achieve that? Is it through the entire range or at 6000 rpm? 1500 to 5000 rpm is useful driving engine speed. Do you think you'd get an increase in this rpm band? If not I wouldn't bother. Peak hp is useless unless you're going steady state uphill or hauling a trailer. What's useful is higher hp at the 1500 to 5000 rpm range which isn't anything near peak hp.

Ack- the 10-15% comes from dyno runs done by a local subaru tuning shop. It is an estimate because every individual car tunes differently. The 10-15% gain refers to peak because that is the typical measure of hp, regardless of how important it is. Since adding the parts, I have noticed that there is more mid and low range punch. how much exactley I dont know as I did not do baseline testing or testing after the parts install.
99LEGACYGT2.5- intake, headers and exhaust should get you to or close to your goal of 190 peak hp as well as adding to your mid and low range. The chip used on subarus that I know of is Unichip and it is pretty expensive. Intake headers and exhaust is the best you'll get for the closest to your budget.

Get an ECU or have it reflashed...I am sure someone has for close to that...try Cobb.
Otherwise...just free up some air...a good exhaust is gonna run you closer to $1000...complete exhaust.
Maybe intake, cat back for $500...do the rest of the exhaust later.
