Parking lights trouble

Parking lights trouble
Hello,
I am new to the Scoobie world and have a question. My brother owns a 97 OBS and he can't get the parking lights to turn off. He has to pull a fuse under hood to get them to shut off. I performed a search before I posted this, but all I found that referenced it was someone joking about "next thing you know he'll ask how to turn his parking lights off." Is this a common trouble? If so, please advise me.
I guessed it was his headlight switch, but that is a $365 part!
And I don't want to buy it unless I know for sure what the trouble is.
He has had the car since November, and this trouble just started last week. He never had any parking lights in the front of the car, is that normal? I assumed the cornering lights or lower amber directionals in the front would illuminate for running lights, but all he has that come on with the headlights, is the headlights. Is that normal? Or could that be part of the problem too???
Thanks for any help you may be able to offer. I know quite a bit about american cars, and am very active in the Impala SS community, but know nothing about these Subies.
