Does humidity effect smog testing?

I took my car to the smog testing shop and he said that he wasn't smogging cars right now because the humidity was too low. He said that if he were to smog my car right now then it was almost garaunteed to fail. So he told me to come back around 8 or 9pm tonight when the humidity level comes up. He showed me the active humidity levels on the computer screen and it was bouncing around between 18-20%. He said that once the levels raise past 25%, then he will start smogging cars again.

Anyone heard of this? Cuz I haven't. He said that he wants my car to pass without issues. Anyways...any helpful info would be appreciated.
