The WRC cars are limited to 2.0 liters of displacement but must breathe through a mandated 34mm restrictor. That's about equivalent to a passage 1.33" in diameter. That restrictor pretty much limits the peak power of any given competitor's engine so they try to maximize torque over a wide range.

I concur. This is EXACTLY why the WRX STi is 2.5 litres and the WRX is not.

With the Outback now offering 250hp, I say they better raise the bar for wrx owners!
They could easily give both the wrx and the STi an additional 25hp or so, both with the 2.5 engine. That would keep a marked distinction in hp between the two, and seems to me would save Subaru money in the long run by standardizing to the 2.5 engine.
Comparisons to WRC specs are pointless, as the STi hardly conforms as it is now.

The Legacy may have more power, but it's not quite as fast, and doesn't have the same potential the WRX has with bolt-ons. Needs a bigger turbo for that.
