Twin Turbo is the same as the bi-turbo. It means the car has 2 turbo's.
Twin scroll turbo means it has separate passages in the turbine housing separating the opposite cylinder banks to increase spool up and reduce back pressure.
Closed deck turbo doesn't exist. There is a closed deck block. It means the the cylinders are secured to the side of the block.

The USDM STi will not have the twin scroll turbo. The JDM STi does have the twin scroll turbo. The twin scroll is supose to aid in response times for the turbo.
